Perry L. Cochell, Co-Founder

Perry L. Cochell was appointed to the position of Director, Office of Philanthropy, November 16, 2009. In this position Perry works closely with the Assistant Chief Scout Executive of the Development Office, the Chief Scout Executive and related National Board members to secure Legacy Gifts defined as outrights gifts amounting to $10 million or more. He oversees the Office of Philanthropy which is responsible for establishing and maintaining the BSA relationship with philanthropic donors and potential philanthropic donors and provides leadership during the strategic planning and coordination of the acquisition and subsequent workout of agreements to determine payment terms of committed gifts once the Legacy Gifts have been established. In 2006, he was appointed to the position of National Senior Endowment Counsel, National BSA Foundation, where he worked closely with the foundation director, related national and regional staff, and the Foundation Advisory Committee to secure major gifts to the BSA, BSA-Foundation and/or Local Councils.

Perry began his career with the Boy Scouts of America in September 1994 in the position of Associate Regional Director/Senior Endowment Counsel, Western Region. In this capacity, Perry has supported council professionals and volunteers in the development and implementation of endowment programs. He has provided technical expertise in all areas of tax for current and deferred gifts to councils.

Perry earned his Doctorate of Jurisprudence from Willamette University, College of Law in Salem, Oregon. He completed his graduate studies at Brigham Young University in Provo and earned a Bachelor of Arts degree from Arizona State University in Tempe, Arizona.

Perry has practiced in the areas of Business, benefits, and trusts and estates tax law. In addition to private law, Perry also was employed as Professor at the Scottsdale University of Law in Arizona.

Perry is a Member of the American Bar Association (ABA) and is a Committee member of the ABA's section on Taxation, and Property, Probate and Trust Law. He is a Committee member of the Emotional and Psychological Issues in Estate Planning of the Real Property, Probate and Trust Law Section of the ABA. Perry also has served on various ABA's Task Forces for Charitable Giving. As a member of the Idaho State Bar Association (ISB), Perry has also been the chairman of the Legislative Committee of the (ISB) Tax Section as well as past chairman of the Current Affairs Committee of the ISB Tax Section.

He is also co-founder, director and senior faculty instructor for The Heritage Institute, an organization that instructs CPAs, attorneys, and financial advisors on advanced planning strategies. Perry is a Certified Wealth Consultant with The Heritage Institute and has counseled dozens of affluent families with estates each in excess of $800 million. He is also co-author of the book “Beating the Midas Curse.”

An Eagle Scout, Perry attended National Camp School and served on his local council camp staff. As an adult, he has been a Scoutmaster, blazer leader, and troop committee chairman. Perry has also served on the executive board of the Ore-Ida Council and served as chairman of their annual auction.

Perry and his wife, Karen, have three daughters, two sons and four grandchildren.
